Weekly: Juror No. 4 in the Tyco trial reminded us that even amid TV’s current crime wave, the jury system has remained mostly off-limits. That’s about to change with the next "Law & Order" variation, "Trial by Jury." Despite a fine creative pedigree, this show seems an odd fit for Fox -- smart but slightly claustrophobic, and not as suspenseful as it should be.
